El número de hogares españoles con todos sus miembros en paro que sobreviven gracias a la pensión de un jubilado se ha triplicado desde 2008 y asciende ya a 300.000, según evidencia un estudio editado por Obra Social La Caixa, que compara cuatro modelos europeos de bienestar social, entre los que figura el español.

 

El trabajo, titulado ‘Crisis y fractura social en Europa. Causas y efectos en España’, lo han coordinado Miguel Laparra y Begoña Pérez, profesores titulares de Política Social de la Universidad Pública de Navarra.

Según explicó el primero de ellos este miércoles en Madrid, el objetivo del estudio es analizar el impacto que está teniendo la crisis económica en Dinamarca, Reino Unido, Francia y España, países representativos, a su vez, del modelo de bienestar escandinavo, anglosajón, continental y mediterráneo.

A juicio del profesor Laparra, la principal conclusión del trabajo es que «hay otras formas de abordar la crisis» distintas a las seguidas por España, donde los grandes perjudicados por la situación están siendo, sobre todo, jóvenes e inmigrantes y donde el sistema de protección social ha demostrado quedarse corto, al tiempo que el apoyo familiar empieza a «saturarse».

Así, indicó, el 52,8% de jóvenes de entre 18 y 34 años conviven con sus padres, frente al 17,7% de la misma población en Dinamarca, al 34% en Francia y al 39% en Reino Unido.

Familias sobrepasadas

Pese a estas cifras, la otra coordinadora del informe señaló que empieza a verse cómo las familias están «sobrepasadas» y no pueden ayudar tanto como les gustaría a sus hijos, que en el caso de los jóvenes se emancipan más, ya que el porcentaje de los que se quedan en el hogar paterno ha descendido en 3,4 puntos. Y es que, prosiguió Pérez, hay cada vez más hogares con todos sus miembros en paro y también más familias monoparentales, donde el apoyo al otro se hace difícil.

Otro aspecto que evidencia el manual es el del superior aumento de la pobreza en España. En concreto, señala que este país ha experimentado el crecimiento más importante de la pobreza severa entre los modelos analizados (un punto porcentual) y que ha alcanzado el 5,2%, el doble que en el resto.

Desde 2007, el número de personas en riesgo de pobreza se ha incrementado en 1,4 millones. Un indicador que ha aumentado también en estos años ha sido el de la desigualdad entre los que más y menos ingresos poseen.

Así, el 10% más rico tiene ahora cinco veces más ingresos que el 10% más pobre. España es, en este sentido, el país de los evaluados que menos ha reducido estas desigualdades.

Insuficiente protección social

Al contrario de lo que ocurre en el resto de países analizados, prosiguieron los coordinadores del manual, el sistema español de bienestar está demostrando ser insuficiente, al dejar fuera de él a los más necesitados.

En este grupo de más necesitados, los autores citan a las personas sin recursos que no han cotizado nunca y, en ocasiones, a las familias que tienen a todos sus miembros en paro (un 7,6%), que representan prácticamente el doble que en el resto de modelos estudiados.

En los países con modelos de Estado del bienestar amplios, como Francia, los dispositivos de protección social han funcionado como estabilizadores automáticos, aumentando tres puntos la proporción de hogares con alguna prestación y reduciendo así notablemente el impacto social de la crisis y la disminución del empleo, indica el estudio.

Sin embargo, continúa, en España, aunque ha aumentado en un 1,8% el número de hogares que perciben alguna prestación (en 2007 era del 54,1% y en 2010 del 55,9%), este incremento se ha mostrado «insuficiente» para afrontar las nuevas necesidades y es así «el país de los analizados cuyo sistema de protección social presenta menor eficacia para reducir la pobreza».

Solo un 51,7% de la población española que se encontraría bajo el umbral de la pobreza evita esa situación gracias a las transferencias sociales, entre 10 y casi 20 puntos menos que los demás países (frente al 70% en Francia y al 66% en Dinamarca).
