El 10 de diciembre de 1974, el Consejo de Seguridad Nacional de EEUU, el organismo de más alto nivel en cuanto a la toma de decisiones sobre políticas de ultramar de esa nación, promulgó un documento altamente secreto tituladoNational Security Study Memorandum 200 (“Memorándum 200 sobre la Seguridad Nacional”) o NSSM-200, que también se conoce con el nombre deThe Kissinger Report (“El Informe Kissinger”).

TEMA:             Consecuencias del Crecimiento Mundial de la Población para la Seguridad de los Estados Unidos y sus Intereses de Ultramar.

 

El Presidente ha recibido la respuesta inter-agencia a NDSM 200[1] y el Memorando de cobertura del Presidente del Comité del Sub-Secretario del NSC (Consejo de Seguridad Nacional). El cree que el liderazgo de los Estados Unidos es esencial para combatir el crecimiento poblacional, para implementar el Plan de Acción Población Mundial, y para avanzar la Seguridad de los Estados Unidos y sus intereses de ultramar. El Presidente endosa las recomendaciones políticas contenidas en el Resumen Ejecutivo de la respuesta NSSM 200, con las siguientes observaciones y excepciones:

 

Programas AID:

Se debe tener cuidado que nuestros esfuerzos en el programa AID no sean tan difusos (diluidos) como para que tengan poco impacto sobre aquellos países que contribuyen el crecimiento mayor al incremento poblacional, y en donde las reducciones en fertilidad son más necesitadas para el progreso social y económico.

 

Investigación y Evaluación:

Se debe llevar a cabo un examen de la efectividad de los programas de control poblacional en los países en todos los niveles de desarrollo, pero con énfasis en los LDC’s (Países con Bajo Nivel de Desarrollo). El examen debe incluir una evaluación de los esfuerzos del Programa AID así como también otros esfuerzos de grupos nacionales e internacionales. El estudio debe intentar determinar el efecto separado (individual) del programa poblacional, considerando (descartando) otros factores económicos o sociales que puedan haber influido en la fertilidad.

 

Se deben investigar aspectos más amplios para examinar otros factores que influyan sobre el cambio (o no cambio) de la tasa de natalidad en diferentes países.

 

Fondos para los Programas Poblaciones:

El Presidente desea que se lleve a cabo una pronta revisión para examinar las recomendaciones específicas para proveer de fondos a las áreas de Asistencia Poblacional y Planificación Familiar para el período posterior al Año Fiscal 1976. El Presidente desea un análisis detallado de los niveles de dineros recomendados en el Estudio NSSM 200, teniendo en cuenta su deseo de adelantar los objetivos poblacionales. Este análisis debe incluir criterios de evaluación de rendimiento para asegurar que cualquier fondo adicional sea utilizado de la manera más efectiva. El nivel adecuado de fondos para programas multilaterales que apoyan eficientemente este objetivo debe ser incluidos en esta revisión. El Presidente de USC es el responsable de la preparación de este análisis, que debe ser completado dentro de los 60 días a partir de este NSDM (Memorandum).

 

El Rol de Otros Países:

Se debe dar énfasis a fomentar la cooperación internacional en la reducción del crecimiento poblacional al seguir las recomendaciones del Plan de Acción Población Mundial. Es importante obtener contribuciones de otros países desarrollados y nuevos ricos para programas bilaterales y multilaterales.

 

Estrategia Básica para los Programas Poblacionales de los Países en Desarrollo:

Los líderes de países en desarrollo claves deben ser alentados a apoyar los programas nacionales y multilaterales de asistencia poblacional.

 

El objetivo de los Estados Unidos en esta área es trabajar de cerca con otros, en vez de imponer nuestro punto de vista. Nuestros esfuerzos deben estar basados en enfatizar la relación entre una reducción del crecimiento poblacional y las resultantes ganancias económicas y sociales para las naciones más pobres. En todos estos esfuerzos, debemos reconocer la dignidad básica del individuo y su derecho para escoger libremente sus objetivos familiares y las alternativas de planificación familiar.

 

Objetivos Poblacionales Nacionales y Mundiales:

El Presidente cree que la recomendación contenida en el párrafo 31© del Resumen Ejecutivo (de la NSSM 200) que trata sobre el anuncio de un objetivo nacional para los Estados Unidos está afuera del alcance de NSSM 200. Por supuesto, los esfuerzos internos en esta área deben continuar para alcanzar reconocimiento mundial de que los Estados Unidos han estado poniendo exitosamente en práctica las recomendaciones básicas del Plan de Acción Mundial y que la tasa de natalidad de la nación está por debajo del nivel de fertilidad de reemplazo. Para obtener el apoyo de los ciudadanos de Estados Unidos para nuestro compromiso (envolvimiento) en los programas poblacionales internacionales, es importante que ellos reconozcan que el crecimiento excesivo de la población mundial puede provocar problemas domésticos incluyendo la expansión económica así como la inestabilidad mundial.

Con respecto a la consideración de los Objetivos Poblacionales Mundiales en párrafo 31(b), debe ser entendido que el objetivo general de alcanzar niveles de fertilidad de reemplazo globales para el año 2000 no implica interferencia en las políticas nacionales de otros países.

El Comité de Sub-secretarios, en conjunto con todas las Agencias relevantes del Poder Ejecutivo, puede considerar hacer futuras recomendaciones al Presidente en estos temas.

Coordinación de la Política Poblacional Global de los Estados Unidos:

La implementación de una estrategia poblacional mundial de los Estados Unidos requiere de una coordinación cuidadosa. La respuesta a NSSM 200 es un buen comienzo, pero, como se hace notar arriba, existe la necesidad de examinar más la mezcla de la estrategia de asistencia de los Estados Unidos y su aplicación más eficiente.

El Presidente, por lo tanto, encarga al Presidente del Comité de Sub-secretarios del NSC, la responsabilidad de definir y desarrollar la política en el área poblacional y para coordinar su implementación más allá de NSSM 200.

Se instruye al Presidente (del Comité) que debe entregar un Informe inicial dentro de los seis meses a partir de la presente fecha acerca de la implementación de esta política, con recomendaciones acerca de cualquier modificación de nuestra estrategia, asignación de fondos, y particularmente en la identificación de posibles deficiencias. Posteriormente, el Presidente (del Comité) debe entregar Informes anuales al Presidente.

El Presidente (del Comité) está autorizado a requerir de otros grupos o Agencias que le ayuden en esta tarea según se requiera. Para el propósito de implementar este NSDM, el Comité de Sub-secretarios debe incluir, además de los miembros destinatarios, representativos correspondientes a las siguientes Agencias:
