El ‘hacker’ de la red de venta de datos se adjudica el Centro de Ciberseguridad
Un hacker en las entrañas de proyectos sensibles del Estado. La empresa de Matías Bevilacqua, de 36 años, el informático detenido e imputado en la trama de compra y venta de datos confidenciales desarticulada por la policía, es una de las adjudicatarias del Centro Nacional de Excelencia de Ciberseguridad que la Comisión Europea acaba de conceder al Ministerio del Interior, al Instituto de Ciencias Forenses y de la Seguridad (ICFS) y a varias empresas asociadas al mismo, entre las que figura CFLabs. Todos se unieron para conseguir este objetivo.
El Centro Nacional de CiberSeguridad tendrá su sede en el campus de la Universidad Autónoma de Madrid donde reside el ICFS y se inagurará en septiembre con una subvención de más de 700.000 euros concedidos por la Comisión Europea. Su misión es la formación en ciberserguridad, investigación, las certificaciones nacionales y la creación de unidades de apoyo a las empresas. Hasta ahora solo había dos centros de ciberseguridad en Europa, uno en Montpellier (Francia) y otro en la University College de Dublín (Irlanda). “Es un salto cualitativo de una extraordinaria importancia para España”, asegura Manuel de Juan, director del ICFS.
Hasta ahora el Centro Criptológico Nacional, dependiente del CNI,protege las redes y sistemas de información de las tres administraciones. También colaboran la red de respuesta a incidentes informáticos (CERT), dos centros del mundo académico y uno gubernamental. España es uno de los países que recibe más ataques informáticos, decenas de miles al año,
La empresa de Matías Bevilacqua participa también, de la mano del citado instituto univerditario, en un proyecto para la creación del Laboratorio de Protección Cibernética de Infraestructuras Críticas cuyo objetivo es la prevención y defensa cibernética de las principales instalaciones del país. Manuel de Juan afirma que este proyecto “se ha aparcado” por falta de fondos.
Tras los ataques del 11-S y el 11-M las autoridades comunitarias establecieron un Programa de Infraestructuras Críticas (PEPIC) para proteger los 11 elementos vitales que necesita un país en el caso de un sabotaje terrorista (energía, transporte, agua, alimentos, salud, sistema financiero etc). Cumpliendo esa normativa el Gobierno creó el Consejo Nacional de Protección de Infraestructuras Críticas que desarrolla los planes para proteger un catálogo de 3500 infraestructuras críticas, más del 80 por ciento de propiedad privada (centrales nucleares, redes de telefonía etc).
El Instituto de Ciencias Forenses y de la Seguridad (ICFS), dependiente de la Universidad Autónoma de Madrid, firmó el año pasado un convenio con el Ministerio del Interior en el que entre otros objetivos figura la creación de este Laboratorio de Protección Cibernética de Infraestructuras Críticas y cuya ubicación será la futura sede del ICFS en el campus de la UAM. La empresa propiedad de Bevilacqua, CFLabs, es el laboratorio informático forense “de excelencia” del instituto universitario que dirige Manuel de Juan, según asegura en su página web.
La creación de este laboratorio junto a los ya asociados al ICFS e-Crime de la empresa S21sec y Digital Forensic de CFLabs y el programa de Certificaciones Nacionales de Ciberseguridad harán del ICFS y todas las entidades que lo forman uno de los centros operativos de investigación y formación en ciber seguridad más importantes de Europa, según informó entonces la propia universidad.
El convenio lo firmaron José María Sanz, rector de la UAM, y Antonio Camacho, entonces secretario de Estado de Seguridad del Ministerio del Interior. Este cargo es el principal responsable del Centro Nacional de Protección de infraestructuras Críticas, un organismo que dirige a nivel operativo el comandante de la Guardia Civil Fernando Sánchez.
De Juan, el director ICFS, asegura que la empresa de Bevilacqua colabora con su instituto porque “son muy buenos” y “nos los recomendó la Policía y la Guardia Civil”. “Siempre preguntamos quienes son los mejores para que trabajen con nosotros. Me ha sorprendido mucho lo que ha pasado. No me lo puedo creer. En esta actividad la legalidad y pulcritud es sagrada”.
¿Qué es CFLabs? La compañía de Bevilacqua es una pyme que se presenta como laboratorio forense de análisis de dispositivos electrónicos especializado en identificar y presentar pruebas electrónicas.
“Está orientado a la obtención de información electrónica y datos con el objetivo de minimizar el riesgo de nuestros clientes en la toma de decisiones, negociaciones internas o en litigio, entre otros”, resume su página web. Fredesvinda Insa y Oriol Rosés, socios del hacker, también están imputados en la denominada Operación Pitiusa. Matías Bevilacqua declinó aclarar a este periódico su relación con la trama que manejó y vendió información sensible de casi todas las instituciones del Estado.
Profesor de magistrados y fiscales
Matías Bevilacqua ha dado numerosas charlas, conferencias y cursos de formación a guardias civiles, policías, detectives, magistrados y fiscales de la Audiencia Nacional y el Tribunal Supremo. La web de CFLabs recoge opiniones favorables a la compañía de José Manuel Maza, magistrado de la Sala Segunda del Tribunal Supremo y de Francisco J. Hernández, fiscal de delitos informáticos de la Fiscalía Provincial de Granada. Maza les dedica calificativos como “ alta preparación técnica, profesionalidad admirable e intachable honestidad”.
Antes de crear CFLabs el hacker trabajó al frente del departamento de I+D+I en Cybex, empresa informática forense que administraba Juan de La Torre, detective de la agencia Intelligence Bureau. Con algunos de los detectives con los que coincidió entonces trabajaba ahora en los casos por los que ha sido detenido. Según el sumario el informático analizó ordenadores de directivos de Unilever, Minas de Río Tinto y Niscayah por encargo de dichas empresas. Bevilacqua colabora, también, con el Centro Nacional de Inteligencia (CNI), según confesó a los policías que le detuvieron en Barcelona. En su declaración policial justificó el hallazgo de 140.000 euros en la sede de su empresa en Barcelona con encargos de Ministerio de Defensa. La trama la integraban un rosario de detectives, guardias civiles, policías, funcionarios, intermediarios, empleados de banca y compañías telefónicas que vendían datos privados.
